MidLantic Financial Services was founded in 2001 to offer real estate consulting services to commercial banks, concentrating originally on independent appraisal reviews that were designed specifically to confirm methodologies and to scrutinize support for the value conclusions.

MidLantic now serves more than 45 bank clients and has expanded its services to include a full range of regulatory risk consulting services, a construction diagnostics and inspections group, an environmental division to prepare precise and accurate Environmental Transaction Screens and Phase I investigations, and Evaluation services for properties throughout the greater Washington, DC region.

Douglas E. Metz, President, MidLantic Financial, Inc.

Mr. Metz, of Eldersburg, Maryland, is a real estate, construction and environmental consultant in the greater Baltimore-Washington, DC area whose most popular products are 1) a comprehensive Appraisal Review designed to determine that each appraisal is performed accurately and by appropriate methodologies, 2) real estate Evaluations in conformance with regulatory guidelines, 3) environmental transaction screens and 4) construction diagnostic and progress reports. Mr. Metz, with more than 27 years as a commercial real estate lender, developed his expertise as an appraisal reviewer and evaluator in his capacity as chief lending officer in several banking institutions, too often frustrated over inferior appraisal products, sloppy fieldwork and deficient market data. A graduate of the University of Maryland, Metz was a financial writer for three years before beginning his banking career. He completed the MBA of America School of Mortgage Banking (1977, Northwestern), and the School of Income Property Financing (1979, Michigan State). Since 2001, Mr. Metz has reviewed on behalf of more than forty-five bank clients more than 5,000 appraisals with gross values in excess of $12.35 billion. He has conducted training sessions for dozens of banks, the Bank Administration Institute, and the Federal Reserve.

Cynthia A. Pehl, Director, Regulatory Risk

Ms. Pehl heads up MidLantic's Regulatory Risk and Compliance consulting Division. She began her 25-year banking career as a federal examiner. After leaving that position in the late 80s, she held management positions with community banks in the Washington-Baltimore area responsible for regulatory compliance, Bank Secrecy Act/Anti-Money Laundering programs, consumer compliance, credit administration, loan operations, loan documentation, appraisal review, loan review and internal audit. She spent the last ten years of her career as the Chief Risk Officer for Washington, DC area community banks. She has broad experience in dealing with all regulatory agencies including the Federal Reserve, OCC, FDIC, State of Maryland and, even, Farm Credit Administration. Ms. Pehl is a Magna Cum Laude graduate of the University of Maryland's Smith School of Business

Kelly Koller, Director of Research and Review

Ms. Koller, also of Eldersburg, MD is responsible for day-to-day appraisal review process and oversees our research efforts on appraisals submitted for review, whereby each comparable is researched to confirm the information provided and where all math is double-checked. A former mortgage banker, Koller is a computer savvy researcher who has developed an expertise as a review specialist for residential properties--now more important than ever. Koller is a graduate of the University of Maryland with a degree in Economics

Guy Campion, MAS, Environmental Scientist

MidLantic also enjoys a strategic alliance with Ctgroup Environmental of Eldersburg, MD. Ctgroup, which was formed in 2002, specializes in environmental issues surrounding financial transactions (with emphasis on Environmental Transaction Screens and Phase I reports) and provides the lending institution critical information in which to base its lending and report option decisions. Typical services and consultations include EPA’s All Appropriate Inquiry (AAI) that provides for limiting the lenders liability after reasonable due diligence to identify red flags which elevate lender risk resulting from past or present land use practices. Our most requested services include Environmental Transaction Screens (ETS), Environmental Site Assessments or Phase I (IAW ASTM) and consultation to acquire qualified Phase II & III services, underground and above-ground storage tank system management, HAZMAT surveys, and hazardous waste disposal.

Guy Campion, president of Ctgroup, is a four-tour Iraq and Afghanistan war veteran. Mr. Campion has been involved in the Environmental Industry since 1989 when he first worked with American Testing and Environmental Consulting (ATEC), as a partner of Environmental Service and Technology Corporation (ENSAT), and now as owner of Ctgroup Environmental. His 25 years in the US Army and Army National Guard has been spent primarily as a chemical and biological warfare specialist and Military Intelligence. Joseph F. Betz, Director, Construction Diagnostics Group

Mr. Betz of Urbana, Maryland, is a seasoned construction professional with more than 10 years as a builder and construction manager in the building trades following a 10-year real estate banking career specializing in commercial and residential construction. He offers a strong background and expertise in construction budget and cost accounting processes coupled with a thorough understanding of building plans and plan review components, specifications and planning/land issues. His input and advice on construction draw staging and site inspection services are just some of the many skills he can bring to your construction loans. Betz is a graduate of the University of Maryland with a degree in Business Administration/Accounting.

Emily K. Metz, Director of Administration

Emily joined MidLantic after a career in the hospitality industry and more or less runs the day-to-day operations of MidLantic by taking care of the work log and review queue, work/report priorities, the daily schedule and overseeing shipping and supplies.
